balanced with the rate of economic growth. When implementing the assigned tasks, it is advisable to
consistently continue research, including on creating an integral chain of value added in the industry,
improving the approach to assessing the effectiveness of an innovation cluster, taking into account
the characteristics of the industry, justifying effective organizational and economic mechanisms for
the development of exports of metallurgical products, and developing forecast indicators industry
development.
An in-depth study and generalization of modern theories and scientific directions shows that
the level of innovation of a cluster should be determined by business ideas,
scientific knowledge,
training of qualified specialists, as well as quantitative and qualitative characteristics reflecting the
level of integration of organizations into the cluster to increase the volume of production of innovative
products and their level commercialization.
It should be noted that the countries occupying first places in the global innovation index have
a significant level of cluster development. The formation of technological (innovation) clusters in
accordance with the choice of competitive industries requires the development of a new strategy for
the economic development of the republic, the development of its regulatory framework should be
aimed at creating conditions for the formation of new competitive industries and enterprises - high-
tech industries and services, which will contribute increasing the competitiveness of the country's
economy.
The advantages of cluster cooperation are not only in increasing the efficiency of the
participants included in the cluster, promoting the growth of innovative activity and access of new
business entities to suppliers, qualified labor, service educational centers and other resources,
obtaining an economic effect
expressed in cost savings, but also also consists in creating preferential
conditions that serve participants to launch new types of production and products in clusters. The
effectiveness of the implementation of a regional innovation cluster project is determined by the
extent to which its main participants achieve their goals and perform their specific main functions.
The formation of metallurgical clusters at the level of the world standard has already begun
in Uzbekistan, the basis of which is large vertically integrated holdings located in the Tashkent region.
In the Republic of Uzbekistan, a scientific and technological cluster is currently being created for the
production of copper products and finished products with high added value in related industries,
aimed at creating multi-level value chains “from raw materials to finished products.” Within the
cluster, the task was set to increase the volume of deep copper processing to 80 percent and produce
a final product with high added value.
The creation of an innovative mining and metallurgical cluster in the Tashkent region of
Uzbekistan is also due to the fact that the Tashkent region is the locomotive of industrial growth in
Uzbekistan, ranking 3rd among regions in terms of industrial potential.
The advantages of creating a metallurgical innovation cluster in the Tashkent region are as
follows:
- proximity to the capital, growing influence of agglomeration;

convenient transport location, location of the transport and logistics center, defining the
region as the largest industrial and transport center;
- densely populated territory, which is a factor in increasing the importance of labor potential
and the volume of the consumer market;

personnel potential, regular improvement of their qualifications and internships at base
enterprises;
- the presence of production facilities that have no analogues in other regions of the republic;
- increase in domestic demand for goods and services, which are driving factors of economic
development.
It is assumed that the development of non-ferrous metallurgy in the long term will be
characterized by the involvement in the development of mining reserves of the Tashkent region, etc.
This opinion determines the presence of large deposits of non-ferrous metals.

The most important factors determining the creation of an innovative mining and metallurgical
cluster in the Tashkent region, as noted earlier, are consumer demand for metal products of various
brands and difficulties in interregional cooperation. An innovative mining and metallurgical cluster
in the Tashkent region should be formed on the basis of the Copper Industry Cluster created in 2021
and existing metallurgical enterprises.
The Tashkent region has the best prospects for the formation of a mining and metallurgical
innovation cluster, where all the predicted resources of local iron ore reserves are concentrated. More
than half of the estimated iron ore reserves are in the Tashkent region (79.0%). Iron ore raw materials
in the region account for 46.4% of all reserves of the North-Eastern region and 58.7% of all reserves
of Uzbekistan. Another distinctive feature of the Tashkent region is the size of the studied deposits.
The fundamental stage of creating an innovative mining and metallurgical cluster in the
Tashkent region is the formation of a management body for this process, this should be a working
group consisting of representatives
of regional authorities, regional industrial enterprises, the
Ministry of Economic Development and Poverty Reduction, the Ministry of Higher Education,
Science and Innovation, the Ministry investment and foreign trade, research and educational
institutions.
The innovative component of the proposed large-scale project
to create a mining and
metallurgical innovation cluster in the Tashkent region is the scientific and technical complex of non-
ferrous metallurgy, which includes research institutes in the field of integrated design of mining
enterprises, an experimental plant and permanent industrial laboratories.
The socio-economic effect from the industrial development of the iron ore base and the
creation of a mining and metallurgical innovation cluster in the Tashkent region is about 5,500 new
jobs, the construction of infrastructure and social facilities, the growth of budgets at all levels and
income from the gross regional product. The mining and metallurgical innovation cluster in the
Tashkent region is an example of an integrated approach to organizing enterprises for the production
of products with high added value, which allows for the sustainable development of the region
through the effective development of subsoil.
Thus, to solve practical problems of organizational design of territorial production integration,
it is necessary to use a cluster approach (cluster theory) in order to obtain a new impetus for the
development of the metallurgical industry
of the Tashkent region, which in turn increases the
competitive advantages of the metallurgical industry in question and the economy of the region as a
whole.
